Groovy and 60's Style
You mentioned Neil Young and ELO and that was all I needed to add this song before even listening. Of course, grooving to this just reinforced the decision to do so! You said; "A song about innocence, and innocence lost, confusion, idealism, hope, friendship, nostalgia, drugs, dreams, and whatever you want it to be about." This could be a lost track from Young's "After the Gold Rush" and a commentary on my life as well, David.
