All societies tend to crumble physically. Sometimes from external factors like war and sometimes due to neglect and malaise of the populace. It seems to be easier to find leaders when the crumble is from without, but much harder when the crumble is self inflicted. And , of course, not everyone agrees and some are raving cynics.
