If I controlled the US school systems, I would..
1) create a whole course about birth control and just how hellish it is to have kids at a young age.
2) teach more ethics with a special emphasis on the golden rule.
3) have computer browsing and research as a required yearly course.
4) put a lot more money towards music and art in all schools.

I totally agree with Todd.
Next would be giving teachers more authority and flexibility over curriculum.

Get rid of the "tenure" policies and tie job security to performance.
Ensure that all facilities are equally staffed and facilitated. (same amount of tax dollars spent in affluent communities would be spent in impoverished communities)

I have to apologize. I live in northern Utah, sheltered. The fact that schools are funded based on local economics instead of equally is so appalling and counter to common sense, that I forget that is a reality. Equal Funding is prob the one single change that could be made that would make the largest impact.
