A Place to Pitch you Songs
So, I found this site called Songu.com, which is, ostensibly, a place for songwriters to connect with music insiders. Of course, everything is for a fee, but the site's been around since 2003, so I guess it's legit. They offer songwriting coaching and classes and the like, which I'm not really interested in, but what they do have is a place to pitch up to 10 songs a month for specific projects for specific artists. You get to know exactly what they're looking for before you decide which songs to pitch. Unfortunately for me, 80% of what they're looking for is Country, but I've seen pitches for all kinds of music. There are new listings every month. And, I don't follow Country, so I don't recognize a lot of the artists, but I've been pitching songs for two months, and in that time they were looking for songs for Eric Clapton, Dolly Parton, Reba McIntire, and Brooks and Dunne, so you never know. For me, it's like fishing - I've got lots of different kinds of bait - you never know what they'll be biting on, so every night I try something different. So far, I've got a few nibbles (2nd listens) but I haven't caught a darned thing. But, I know the fish are out there. I will never write a song with the intention of making money, I think that's a terrible motivation for art, but if money were to come for something I did a long time ago, that'd be a kick in the head. It seems like most of the opportunities are in Nashville because many established country artists don’t write their own material and most rock bands do write their own songs. But the lines between country and rock are getting less rigid all the time. Music genres are overlapping more and more. Almost any song can be considered “country” with the right arrangement and singer. There are several tip sheet services in Nashville and of course, as you mentioned, they’re not free. But not much in life is free. Someone in the industry once told me: “The secret of success in music is developing personal relationships with people who can help you and doing lot’s of networking.” Paying to play can’t hurt but it’s not the only road to take.

All I can say about this is beware, exploiters of indie artists are everywhere. You can accomplish as much NOT putting out hard earned money hoping to take a shortcut.
The most famous one of these services is called Taxi. I read an article by the founder of Taxi on a defunct magazine called Recording Magazine and disagreed with something the guy said in the article. I was able to reach him on the phone. Even though many were looking to him to be their big break he told me he hadn't listened to a single CD in over a year at that time. I was really disappointed with his general attitude, realized I had wasted my money. I've been involved in other services like that also. I happen to believe that Spotify may have been created simply for station promoters to make big bucks selling placement on that site.
I would never sell short dreaming big but I feel it's safe to say your money would be spent better buying a new supply of guitar picks like the one I'm waiting for from Amazon right now.

I totally agree about TAXI. Years ago I tried that service and it was a massive disappointment, not necessarily a scam but highly unlikely to show results. It’s like trying to win the lottery.

The cool thing about indie artists is they all have the freedom to choose how they want to promote themselves. A couple of singer/songwriters I work with use inexpensive tip sheets and have gotten placements for their songs. Sometimes calculated risks pay off. One shouldn’t gamble with the rent money but that’s just common sense! I agree with Scott that buyers should always beware!
