United Nations... you in?
One male and one female from each country should be on Security Council(as Senators). The General Assembly should have enough members from each country to "simulate" it's population in reference of one country unto another(as a Congress). This "Congress" could then vote on and appoint a "Head Of Counselling"(President/"King" or "Queen" reigning for a period of seven years) who would "rule" over the Senator's decisions. All "changes" would have to come from the bottom up(Congress).
