I despise governmental secrets. Look people, they are lying to YOU. Think about this. If you are a government employee, and you got into govenment with the idea that you could make it better, and then you see from the inside how corrupt someone is, and you decide (at the great risk of your personal peril) that you have to, in conscience, let people know what is happening, then you are a HERO, not a traitor. You support the betterment of your fellow human being at risk to yourself. The world needs far more of those. In every government.

Given all that, though, the President, as chief executive officer, does have the legal right to disclose whatever information he chooses. He IS the decider, as GW said correctly (though not from any particular wisdom). If I were President, I would disclose everything to everybody.
