Bird flu is fatal in birds and the government requires entire flocks to be culled once the virus is on a farm.

Probably not the best example, the 1.7 million on the toilet in San Francisco or the 6 billion on 6 miles of high=speed rail track are better examples.
In Steve Forbes original flat tax program he advocated laying off the entire Federal Govt and for whatever service the do provide putting those up for bid by independent contractors.
Now that's getting really progressive. Allowing the people to actually keep the money that they earn.
