I did a search at HARRY FOX (USA) but perhaps someone esle can have more success then me for you for the USA mechanical rights and search info, I am watching OBAMA. so this is last post here for a bit . but i is handled in CANADA by CMRRA and issued as Song Number: 271277

Hugh, I am trying to get a license for "Here comes the Sun" Harry Fox does not represent the song. I can't find a website for Harrisongs Ltd. I just want to record and post an acoustic cover. Any Ideas?

I was thinking about doing a cover song too. It's about $80 I've heard (based on moderate CD sales - not sure if I've got that right though).
Another reason to think about doing a cover, besides the artistic merits, is to increase the odds of getting found on a site like iTunes. I'm pasting this from a marketing FAQ at www.tunecore.com:

If you covered a song, be sure to foreground it. People that shop within iTunes search for specific songs they know. If you choose to do a cover of a song, it will increase the possibility of someone discovering your band. Once they hear your cover, they will probably be more inclined to learning more about you and listening to samples of your other music.
In addition, Cover Song iMixes are quite popular, and you might find others include your song in their iMixes.

Sorry I'm just returning to the thread but I see that the question aimed my way was very ably answered.
John, I'm jealous of your CD sales (lol)...I'm able to buy the cheapest licensing possible (winds up costing about $17 for a year or up to the limit of downloads) and I've posted numerous covers but have never made $17 off all of them combined (lol, bwahaha, and AAARGH!!!). On the other hand, I don't have my act together enough to actually produce CD's, I mostly just do 'em and post 'em for fun though I do retain a tiny little glimmer of a foolish hope that someday I'll be surprised by the miraculous appearance of some SERIOUS download sales in my artist account here. Ah, hope springs eternal.

Byron, Yes it is indeed there, but when you actually get your credit card out and click all the right buttons the message says "Unavailable, contact the publisher"
Perhaps Harrisons estate is pulling things closer to home....

Hugh, don't be jealous of my CD sales! i wish!... i've got my first full-length CD almost ready and we'll see how that goes when i crank up my marketing department (aka me) to move some units.
Meanwhile, i checked out the site Mr. Tosoff kindly posted for the Canadian equivalent of the Harry Fox Agency (CMMRA). And there it spells out what us Canadian guys pay to license a cover tune. 8.1 cents per unit made (if it's under 5 minutes). So if i make 1000 CDs, that's about 80 bucks. Not bad. Now what should I record? "Stairway to Heaven"? Just have to nail that guitar solo and I'll be all set.....

Ok, I ain't no expert but the rules as I understand them concerning publishing is essentially this. You don't need permission to cover a song. But you do have to report your use of it and pay the prescribed fee. My understanding (which means my belief, which may be INCORRECT but I sincerely think is true) is that you are required to report to the publisher and pay on a quarterly basis. But it may be monthly. I don't think they can refuse to allow a cover - but they could get uppity and sue you if you don't report it and pay for it in precisely the right fashion.
The benefit for paying a middleman like the Harry Fox Agency is that you have a no-muss no-fuss instant license (hopefully - but even they issue a disclaimer about errors putting the onus on you). The sad thing about that arrangement is that if you have no sales or low sales they actually make more money than the composer of the tune (or at least the publisher/owner of the rights).
This is just armchair blabbing, please don't cite me as your source in court...

As for a "difficult to get" license - in the last year I came up with a slide guitar version of Hendrix's "The Wind Cries Mary". That tune was MADE for slide, it turns out. I didn't come close to getting the vocals right, but think it's a very cool guitar arrangement. When I looked into paying for the privilege of posting it here so's I could share with y'all I stepped into a bit of research which revealed the whacky world of the Hendrix Family aka the managers of Jimi's estate. They actually do not go through any intermediaries and they make a show of claiming to require a copy of the song before providing permission. Once again, my understanding is that there is no need to get permission and that permission cannot be withheld...but I sure don't want to fight with Jimi's crowd, especially over something that should cost me $17 but could wind up hurting ole Hugo a lot worse in the end.
Caveat emptor, as always...

Hey Hugh, the way to sell music is to perform. I have sold a lot more CDs out on the street than I have sold anything online. If you busk or play any where, burn some of your songs to a CD and have a few of them for sale is all...my CDs are home made and burned on my computer...I print the CD with HP printable CDs and use an HP printer that prints directly to the CD.

Bob, I think that's an issue between you, your attorney, and IAC management. I can't speak for them, but I know they prohibit unlicensed covers (though perhaps enforcement is another thing, I don't know one way or the other). What I've always done, just to be safe and keep everybody happy, is to license the song through Harry Fox and choose the fewest sales option, which comes to less than $20 these days. I don't remember how many download sales that license allows - it is VERY few...but the license lasts for one year or until you've sold that many. At which point you've got to renew or take the song down.
