Yes I'm trying to start shit. This is an outrageous fact that is the main thrust of the song, somebody should be shouting it from the rooftops, for cryin' out loud.

I understand the kind of shock that led to the lyric/song. A news article like that can generate so much emotion (anger/frustration/rage/disbelief/etc. etc.).
I love the grim scenario and dark humour in these lines:
They figure if there were 300 million more
at least then Everybody could square away
And that little 'chorus' at the end is priceless.
Well, a quick write or not, the song has impact.
And it brought to mind 'Where Have All the Flowers Gone', with it's line 'when will they ever learn'.
Well, they/we never did.
